Toni Lairry-Starks is responsible for Arkansas Blue Cross and Blue Shield product Customer Services, Customer Accounts
Membership and Billing, Special Projects, Claims Operations, Incoming Mail/Scanning/OCR, Arkansas Blue Cross Home/Host
BlueCard Claims and Customer Service and the Federal Employee Program operations. Starks joined the company in 1974
and has worked in various capacities, including management of customer service departments within the company for
the past 14 years. Starks attended San Francisco State University and Park College of Missouri.
