Job Summary
This position directs the daily activities related to facilities space planning projects for all enterprise locations. This includes the planning for and oversight of work performed by external contractors and vendors involved in any office space acquisitions or renovations. The incumbent also works closely with and coordinates the scheduling of work performed by internal Purchasing, Micro Services, Telecommunications and Financial staff members who are involved in office space projects.  The incumbent must have extensive knowledge of a variety of concepts, practices and procedures to include office design and layout, project management, construction bidding and contracting, HVAC and electrical requirements, office safety and ergonomics.  Incumbent must be able to read architectural/engineering drawings plus have basic knowledge of auto cad and other design software.  

Nature & Scope
The incumbent must insure that the enterprise’s office space and design will meet the evolving needs of the organization brought on by organizational change, technology and process changes, or other business imperatives.  The Facility Project Manager works with a broad cross section of executives, managers and administrative staff, and outside contractors as needed to accomplish facility acquisition, remodeling and renovation projects. The incumbent reports to and works closely with the Director, Capital Management who has executive oversight responsibility for facility management.  

The enterprise has a full time and contingent work force totaling approximately 2,500.  This work force is housed in five primary office locations in central Arkansas, seven in-state regional offices, and one out-of-state office.  In total, these locations represent over 900,000 square feet of office space.


The incumbent must manage office space projects of varying scope and size that are driven by the business needs of the enterprise.  Requests are received for space reconfiguration and remodeling from all areas of the enterprise.  The incumbent
manages these projects by serving as the project leader who coordinates, prioritizes, plans and directs the work associated with each project.  The incumbent is responsible for directing the work of the furniture installers, movers, an auto-cad designer, and other external independent contractors and vendors.   In a broader job context, the incumbent works with the Director, Capital Management and other executive team members to formulate and implement longer-term space plans which can include acquisition of space and relocation of large numbers of staff.  


The nature of the enterprise’s business is such that space needs are primarily tied to business change, new business partnerships or ventures, and government contract awards.  Space requirements may change gradually or quickly in this environment.  The Facilities Team and the incumbent are challenged to address, in a timely manner, the space needs associated with this changing and evolving business environment.   Making changes to one work unit’s area in a facility is often only one aspect of a project requiring that other affected areas be considered in the total project scope.   The incumbent must be an excellent project manager who can manage multiple projects requiring the work of several different internal and external resources.  Projects must be completed with little or no disruption of service to the enterprise’s customers.


This position regularly interfaces with:

* Chief Financial Officer
*VP of Human Resources,
*Executive staff, administrative assistants, managers and supervisors involved with space planning in their areas,
*Internal Micro Services, Telecommunications, Purchasing, and Financial managers and professionals needed to perform project tasks, and
*External vendors in the fields of construction, HVAC, electrical, engineering, furniture sales, movers and installers, auto cad design, interior design, real estate and architecture as needed to accomplish plan design and project tasks.


This position has the authority to assess space needs of any area of the enterprise and to serve as the project manager over space design, remodel and reconfigurations.  In this capacity, the incumbent must produce project schedules, lead project team meetings and is accountable for completing projects in accordance with the project schedule and plan.   The incumbent has the authority to secure bids for services and products, and recommend their acceptance.  

Minimum Job Requirements

1) Work experience is required as a project manager with responsibility for managing large office space projects, in a multi-facility environment, to include all aspects of new, remodeled or reconfigured office locations housing up to several hundred employees.

2) Work experience is required involving negotiating contracts, product pricing, and space plan management with construction, architectural, furniture, HVAC, electrical, and design vendors and contractors.

3) Proven ability to effectively operate in a work environment consisting of competing priorities and multiple dependencies.

4) Supervisory experience required.

5) Experience working with auto cad software, and reading and interpreting architectural, mechanical and electrical drawings to ensure compliance with project specifications.

6) Experience with Microsoft Word and Excel.

7) Familiarity with standard municipal building and fire regulatory codes and requirements.

8) A college degree in a design, architecture or related field of study can substitute experience requirements in #1 and #2.
