Job Summary
This position serves as an analyst for Health Information Technology (HIT) systems.  The HIT Analyst is responsible for assuring the accuracy and completeness of the data within the database and any related processes.  The incumbent is also accountable for effectively researching, testing, verifying and documenting appropriate configuration within the assigned system.  This position may also involve auditing/QA responsibilities as well as serving as a liaison between HIT staff and Enterprise staff with regard to any issues found with HIT software and supporting installation/application documentation.  The liaison has the responsibility of documenting all issues/questions for appropriate review and prioritization.  

Nature & Scope
This position reports to the Manager, Health Information Technology.  The HIT Analyst works closely with all members of the HIT staff, internal and external users, and other Enterprise staff to ensure transformation of data is successfully completed and that user/customer requests, problems and questions are researched and resolved in a timely manner.  The incumbent will also provide training as necessary for the appropriate HIT systems.  

Minimum Job Requirements

Level I

1. High school diploma or equivalent.

2. Meet one or both of the following:

  • Bachelor's degree in business or healthcare management related field from an accredited college or university.
  • Health related non-clerical experience with an insurance, managed care, healthcare or technology related organization. Analysis and/or research experience with complex system technology.

3. Possess in-depth knowledge of the functions of managed care, insurance or third-party administrative services, or complex claims processing systems technology.

4. Prefer claims, eligibility, or other electronic medical related experience with thorough knowledge of claims process procedures.

5. Project Management experience preferred.

Level II

1. Experience as a Level 1 HIT Analyst.

2. Demonstrated expertise in one (1) HIT subsystem (as determined by the analyst's supervisor and manager).

3. Project experience required: serve as overall project lead on one (1) medium project and as lead for a category of tasks on two (2) large projects (as determined by the analyst's supervisor or manager).

4. Create and update individual development plan (IDP) annually; actively pursue professional development goals included in IDP.

5. Successful completion of three (3) Enterprise or LOB classes that are related to leadership or personal development; classes must be approved by the incumbent's manager.

6. Actively participate in and support positive internal/external customer experience.

7. Demonstrated ability to utilize database query tools to meet customer needs.

8. Demonstrated initiative to problem solve in regard to the PHR or other HIN subsystems.

Level III

1. Experience as a Level 2 HIT Analyst.

2. Project experience required: serve as over-all project lead on multiple large projects simultaneously which include subsystems, functionality, data trafficking, etc.

3. Create and update individual development plan (IDP) annually; actively pursue professional development goals included in IDP.

4. Successful completion of three (3) self-initiated self-development classes; classes must be approved by Manager.

5. Test/project/work plan development experience.

6. Serve as subject matter expert and /or facilitator for new initiatives including developing training methods and materials for new applications and products.

7. Demonstrated ability to develop and produce complex database queries that satisfy business needs.

8. Develop system application specs for two (2) new applications for a HIT subsystem.

Security Requirements
This position is identified as level three (3). This position must ensure the security and confidentiality of records and information to prevent substantial harm, embarrassment, inconvenience, or unfairness to any individual on whom information is maintained. The integrity of information must be maintained as outlined in the company Administrative Manual.

Segregation of Duties
Segregation of duties will be used to ensure that errors or irregularities are prevented or detected on a timely basis by employees in the normal course of business. This position must adhere to the segregation of duties guidelines in the Administrative Manual.

1. Responsible for the loading, maintenance and accuracy of data with respect to members of all ABCBS lines of business and other outside customers.
2. Coordinates with ABCBS legacy system personnel to schedule daily updated extracts of member health information, claim, demographic, benefits and coverage data.
3. Works with outside payer and/or vendors as needed in the acquisition and managing the loading of data.
4. Manages the loading of data onto HIT subsystems.
5. Performs data cleansing functions and processes.
6. Produces daily reports as to the status of HIT system data loads and data maintenance.
7. Analyzes data load error to determine root cause of data load failure.
8. Coordinates with ABCBS personnel to address data problems that originate with the Legacy systems or other payer/vendor systems.
9. Develops and implements test plans for installing releases of HIT applications.
10. Performs detailed testing of  HIT applications to assure that they perform in accordance with specifications.
11. Assures that data loaded on a HIT systems displays accurately, completely and in the proper location.
12. Responsible for maintaining security when adding users to a HIT system.
13. Provides and/or assists in training to users.
14. Interacts with internal and external customers and systems areas in resolving problems and initiates vendor and internal system change requests as appropriate.
15. Ensures that the Supervisor/Lead and or Manager are aware of all problems and the action that is being taken to correct the problem(s).
16. Becomes knowledgeable of the enterprise functions to the level necessary to accomplish assigned tasks, including Enterprise integration initiatives.
