Job Summary
The Individual Products Business Analyst works as part of a team of analysts, supporting Individual Products/Statewide Business Continuous Quality Improvement efforts.  This includes support of new business, Marketing (both agent and Direct Response), Underwriting, and Medicare initiatives.  Each analyst will be assigned primary responsibility for a variety of projects, and will coordinate with other internal users, such as the Web team, MarketWrite team, Corporate Services, and other internal and external users.

The Individual Products Business Analyst will work with all supporting areas to assist in the design and development of systems, such as .NET applications, MarketWrite, and online applications for Individual products; importing information from external sources, such as CMS and eHealth; obtaining data from internal systems such as Operational Data Store and data warehouse; and exporting information to systems such as MemBRS and FileNet.  

The position is responsible for evaluating business processes and procedures, interviewing users, documenting system needs, completing thorough, detailed and accurate project requirements and test plans, coordinating with analysts from internal and external teams, and working with CQI system testers to thoroughly test all changes prior to moving projects to a production environment.  Should any problems arise as a result of the project’s release to production, priority will be given to making the corrections needed as quickly as possible.

The analyst will be held responsible for ensuring data integrity, ease of use, proper functionality and consistency with set objectives.   The Analyst will be first line help and support for users in determining scope and nature of reported issues.

The incumbent reports directly to the Supervisor Individual Products Systems Support.

Nature & Scope
This position is responsible for evaluating current business processes and ensuring systems are in place to support the Individual Products business.  This person will create test plans and cases for the assigned system(s) and execute the test cases necessary to ensure the effective use of these systems.   This position will work closely and often with end users and programmers.

Guidance

The Individual Products Business Analyst must be able to work independently, with the guidance and instruction provided by the Supervisor, Individual Products Systems Support and Manager, Continuous Quality Improvement.
The Individual Products Business Analyst must be able to communicate his/her ideas and concerns in an orderly and consistent manner, and be able to convey expected result sets in clear/detailed communication.

The incumbent must work with inter/intra divisional staff to ensure that test information needed from systems not assigned to him/her is available to complete test cases for their assigned system(s) for all testing environments.
The incumbent must be able to communicate professionally with other business analysts and programming staff, bridging the gap between end users and programming staff when implementing system changes.

Workflow

The Individual Products Business Analyst is responsible for the following processes:
1. Understanding all projects assigned, and do everything possible to meet deadlines that are set by management.
2. Prepare thorough and detailed project requests with supporting requirements, as they relate to changes and improvements with Individual Products systems.
3. Utilize varied tracking systems for project requests, project planning and testing, such as Gemini, Sharepoint, Protrac, Web Works, assisting users whenever needed to express their thoughts in terms that the Analyst will translate into ProTrac requests or Web requests.
4. Gather necessary technical and business specifications to create an all-inclusive test plan for the assigned system(s), ensuring that all details from the requirements are thoroughly tested, along with any surrounding systems that may be affected.
5. Assist in developing a cross-referencing of functional specifications to try to eliminate duplication of testing.
6. Create a test bed based upon the test plan, which will be executed in part, each time a project change is implemented that impacts any part of the assigned system.
7. Create various scenarios that thoroughly test all functionality of the system.  Document all testing, along with Case ID and vital information to be able to verify what was tested, should errors be found once the project is moved to Production.
8. Modify the test plan and create new test cases required as a result of project modifications and resolutions.
9. Document system errors and log based upon the appropriate tracking method for the assigned system.
10. Provide system error documentation to the appropriate programming staff with an explanation of the error, expected results and any examples needed to resolve the error.
11. Provide sufficient project reporting to project staff to allow sufficient action to be taken to meet project timeliness.
12. Assist in leading users through implementation of software releases and the new paperless MarketWrite system.


Interfaces

The incumbent will work closely with the managers, underwriters, marketing representatives, system programmers, support personnel and analysts of other systems.


Authority

The incumbent has accountability for the day-to-day functionality of systems in place that support the Individual Products.  This includes problem resolution, proactive process improvements, and testing of the assigned system(s).  



Minimum Job Requirements

1. High School Diploma required.

2. Meet one of the following:

  • Bachelor's degree, plus experience in the area of software application systems analysis, data testing and/or application testing, including quality improvement and with extensive problem-solving.
  • Experience in the area of software application systems analysis, data testing and/or application testing, including quality improvement and with extensive problem-solving.
  • 3. Project Management experience preferred.

4. Analysis and/or research experience with a complex system technology.

5. Experience in public speaking. Applicant will be required to provide a list of examples and audiences. Demonstration of public speaking ability will be required during the interview process.

6. Ability to interpret requests from operational areas, and summarize changes needed in a clear and professional format, for a variety of audiences. This will be demonstrated via an assignment during the interview process.

7. Working knowledge of electronic application processing, CSW, MemBRS, FileNet, Protrac, Web Works, SharePoint, and Gemini preferred.

8. Internal applicants - Must demonstrate the ability to successfully manage several projects/priorities at any one time and receive commendable rating (4.5) on performance evaluation.

External applicants - Must demonstrate ability to successfully manage several projects/priorities at any one time and receive commendable rating on performance evaluation.

9. Proficient working knowledge of PC programs (at least four years) including experience with MS Office Suite, web browsers and flowcharting software (Visio). Preference will be given to applicants with Microsoft Word, Excel and Access skills.

 

Analyst II

1. Experience as a level I analyst.

2. Successful completion, including a passing test score, of at least one external business analyst certification course. For example: B2T - Essential Skills for Business Analysis. Classes must be approved by Supervisor.

3. Must have served as the overall project lead on at least one (1) major project. Major project consists of working with 3-5 other users, responsibility for estimates, timelines for project, coordination of working with other users or departments in testing and implementation plans, and troubleshooting issues post-implementation. These other users include other departments, technical/programming staff, and operations staff.

4. Demonstrated initiative to design a career path (i.e., Individual Development Plan (IDP). Classes must be approved by Supervisor.

5. Successful completion of at least one (1) Enterprise or LOB class related to leadership and personal development. Classes must be approved by Supervisor.

6. Proven ability to complete thorough and detailed requirements and test plans, including test case scenarios.

7. Have a consistent record of thorough testing, and documentation of testing results, including case scenarios, with minimal negative results after projects released to a production environment. This will be monitored by a random project audit, which will grade the analyst on detail, thoroughness and accuracy.

8. Must not have been placed on oral or written warning in the previous 12 months.

9. Internal applicants - Must demonstrate the ability to successfully manage several projects/priorities at any one time and receive commendable rating (4.5) on performance evaluation.

External applicants - Must demonstrate the ability to successfully manage several projects/priorities at any one time and receive commendable performance rating on performance evaluation in current job.

 

Analyst III

1. Experience as a level II analyst.

2. Project experience required: Must have served as an overall project lead on three (3) major projects OR achieve Project Leader certification through Enterprise project management processes. Major project consists of working with 3-5 other users, responsibility for estimates, timelines for project, coordination of working with other users or departments in testing and implementation plans, and troubleshooting issues post-implementation. These other users include other departments, technical/programming staff, and operations staff.

3. Successful completion, including a passing test score, of at least two external business analyst certification courses.

4. Demonstrated initiative to design a career path (i.e., Individual Development Plan (IDP). Classes must be approved by Supervisor.

5. Test/project/work plan development experience.

6. Have a consistent record of thorough testing, and documentation of testing results, including case scenarios, with minimal negative results after projects released to a production environment. This will be monitored by a random project audit, which will grade the analyst on detail, thoroughness and accuracy.

7. Must not have been placed on oral or written warning in the previous 12 months.

8. Internal applicants - Must demonstrate the ability to successfully manage several projects/priorities at any one time and receive commendable rating (4.5) on performance evaluation.
