Job Summary
This position will assist Business Analyst I in preparing system test cases and verifying the expected system output from those cases. Additionally, this position is responsible for performing all assigned activities to ensure the effective implementation of changes or modifications to the Fiscal Intermediary Shared System (FISS).

Nature & Scope
This position reports to the Project Manager. This position is responsible for analysis of problems, submission of project requests, and training relative to procedural changes. An individual in this position is able to formulate logical statements of adjudication problems and devise effective solutions to these problems. The incumbent must possess a detailed knowledge of Medicare processing. The incumbent must also conduct or assist the Business Analyst I in conducting specific customer related requirements.

The Business Analyst II must possess the ability to interpret CMS Change Requests (CRs) and write business requirement documentation. This individual must be able to communicate effectively with CMS coordinators and Business Function Experts (BFE).

Minimum Job Requirements
1. Must possess at least one of the following:
a. Analyst experience and/or technical experience with Medicare Systems.
b. Experience as an analyst in Medicare Operations.
c. Bachelor’s degree from an accredited secondary education facility.
d. Experience as a Business Analyst or related experience from an Information Technology (IT) or system environment.
2. Bachelor’s degree from an accredited secondary education facility is preferred.

Security Requirements
This position is identified as level three (3). This position must ensure the security and confidentiality of records and information to prevent substantial harm, embarrassment, inconvenience, or unfairness to any individual on whom information is maintained. The integrity of information must be maintained as outlined in the company Administrative Manual.

Segregation of Duties
Segregation of duties will be used to ensure that errors or irregularities are prevented or detected on a timely basis by employees in the normal course of business. This position must adhere to the segregation of duties guidelines in the Administrative Manual.

1. Prepare comprehensive test data and expected results to support the testing of modifications to FISS.
2. Run system tests of such data under direction of the Project Manager.
3. Review all output of those test cycles and verify the results against expectations. Document and explain any variances.
4. Assist the technical staff in analyzing and researching reported systems problems.
5. Ensure the Project Manager is adequately informed concerning the status of all assigned tasks.
6. Ensure that a cooperative and productive climate is maintained with all customer and inter-divisional contacts.
7. Identify and document system modifications necessary to meet the processing needs of the system.
8. Provide telephone support to FISS users, as required.
9. Assist with periodic user training for new releases.
10. Prepare user documentation of general system use.
11. Assist in conference calls with user staff to discuss concerns/problems and propose system changes.
12. Interpret CMS Change Requests and write business requirement.
13. Communicate effectively with CMS and various user groups.
14. Perform various activities as directed by the Project Manager.


Available to travel and participate in meetings scheduled in various locations throughout the country. This will include discussions with user groups, concerning Medicare and system related issues.
