Job Summary
The Communications and Web Design Specialist assists in the development and implementation of content and design of approximately seven Internet and intranet sites managed by Arkansas Blue Cross and Blue Shield and affiliated companies. The position will be responsible for working with Web content analysts, business owners and Web developers to develop design and layout solutions for online content. The position also assists with testing new Web features and applications.

Nature & Scope
The Communications and Web Design Specialist reports to the Manager, Communications & Web,  who in turn reports to the Vice President of Communications & Product Development.

As a Web design specialist, this position is responsible for creating Web page design and layout as requested by Web analysts and Web programmers. This position will work with Web analysts to determine size and arrangement of illustrative material and copy, select style and size of type and Web-compatible colors, and arrange layout based upon available space, knowledge of layout principles and aesthetic design concepts.

The position also will assist with other advertising, communications, public relations and community integration activities, as assigned. This may include design work associated with advertising, marketing materials and public relations activities.

1. Expert-level, front-end development skills in hand-coded HTML, hand-coded CSS, Javascript, Adobe Photoshop, ImageReady and other graphic design software such as Illustrator.
2. Experience with Macromedia Flash a plus.
3. Understanding of Web design and usability concepts.
4. Skilled in cross-platform design.
5. Basic journalistic skills, including the use of proper grammar and style.
6. Extensive knowledge of publication layout and design techniques.
7. Experience in desktop publishing, electronic communications (e-mail, Web sites, Intranets) and individual desktop computer operations. Ability to communicate with employees at all levels of the Plan and with persons outside the company.
8. The creative ability to aid the team in conceiving, adapting and implementing effective communication programs.
9. Ability to communicate effectively both orally and in writing.
10. Ability to function without supervision and to initiate correspondence, reports and memos.
11. Ability to work in teams, both as a team member and as a team leader.
12. Ability to organize, set priorities and produce under pressure.
13. Willingness to travel and work irregular hours.
14. A basic understanding of the health care system in Arkansas and our Plan's role in it.

Minimum Job Requirements

1. A bachelor's degree in graphic design, and at least two years experience in this field, or in the absence of a bachelor's degree in this field, at least five years of experience as a graphic designer..

2. At least two years of experience in the creation, design and/or administration of Web sites required.

3. At least one year of experience in creating print design or other graphic projects.

4. Training in design with emphasis on major software programs used for Web design such as Javascript, Adobe Photoshop, ImageReady and other graphic design software such as Illustrator.

5.  At least 6 months professional experience in advertising and publication design.

Segregation of Duties
Segregation of duties will be used to ensure that errors or irregularities are prevented or detected on a timely basis by employees in the normal course of business. This position must adhere to the segregation of duties guidelines in the Administrative Manual.

1. Design prototypes, visual layouts and user interfaces for Web sites and Web-based applications using HTML, CSS, JavaScript and Photoshop.
2. Color-correct and optimize photos and other illustrations for Web.
3. Assist Web content analysts in meetings with business owners to develop business requirements for Web projects.
4. Serve as a proofreader and tester for Web projects.
5. Provide content development assistance (copy, photography, design) to employee intranet (InsideBlue) and external Web sites.
6. Support of other special projects, including advertising, communications, public relations and community integration activities, as assigned.
7. Create and maintain archive files of all completed projects.
