Job Summary
The CQI Tester works as part of a team.  The CQI Tester will have a primary responsibility for testing Individual Products system enhancements/projects. The CQI Tester will assist the Individual Products Business Analysts in developing programming specifications for Individual Underwriting and Individual Marketing Marketwrite enhancements/projects to meet user requirements.   CQI/Testers will develop test plans which will test each enhancement/project to ensure user specifications will be met.
The CQI Tester will create test data to be used with the test plans to verify user specifications are met and to verify the enhancement/project did not cause any unexpected impact to other modules in Marketwrite.
The CQI Tester will work closely with the Individual Products Business Analysts and the Marketwrite System programming staff in identifying system problems whether already in production or test and will communicate test results timely to the programming staff, other analysts and Management.  He/she will be a resource pool for Individual Underwriting and Continuous Quality Improvement Divisions when needed for special projects, backlogged workloads and any other activities as assigned.


Nature & Scope
This position reports to the Supervisor Individual Products System Support. The incumbent works closely with members of the operational and technical staffs of Individual Underwriting, Continuous Quality Improvement and Marketwrite systems to ensure system software releases are tested, verified, documented and implemented in an accurate and timely manner. The incumbent will be knowledgeable of Marketwrite and divisional procedures to provide assistance in the configuration and maintenance of these projects.

Workflow

This position will receive work assignments through processes devised primarily by the Supervisor Individual Products System Support, Manager Continuous Quality Improvement and the Individual Products Business Analysts. Work assignments may also be self-imposed, as a result of problem analysis and identification of resolutions for submitted problems. Testing assignments will be primarily from internal users, but may be requested by external users interfacing with the enterprise through Websites.

The incumbent is in daily contact with operational and systems areas. Problems and questions are researched and resolved in an accurate and timely manner.

Guidance
This position receives direction and guidance from the Supervisor Individual Products Systems Support. This guidance includes technical advice, coaching, end results desired, and broadly defined objectives.
Challenge

Depending upon the System Testers’ primary responsibility, the major challenges for this position include:

•To develop detailed test plans and document all testing.
• To ensure that Marketwrite system releases and Web site interfaces are tested in a timely and accurate manner, thereby allowing for accurate underwriting adjudication with the least amount of Underwriter intervention possible.
• To ensure that requests, problems and questions are researched and resolved in a timely and accurate manner.
• To identify and recommend coding mechanisms to maximize efficiency, quality and system automation. This includes the identification and recommendation of system modifications or alternatives to enhance efficiency, in addition to the testing of new system releases and fixes.
• To work effectively with internal and external users to ensure testing is completed in an accurate and timely manner.

Interfaces

Principal contacts within the enterprise include operations management and supervisors of Continuous Quality Improvement, Statewide Business management, Individual Underwriting, and Individual Marketing.
Principal contacts outside the enterprise include external clients, and vendors.

Authority

This position has the authority to make decisions in order to ensure that Marketwrite enhancements/projects and related web site interfaces are thoroughly tested and accurate and any problems are researched and resolved in an accurate and timely basis.

Minimum Job Requirements

Grade 9

Educational Requirements:

1. High school diploma.

2. College courses preferred.

Work Experience:

1. Experience in a clerical/administrative position.

2. Previous involvement in systems testing preferred.

3. Minimum typing speed of 45 wpm or 8000 kph.

4. Demonstrate proficient skills in Microsoft Office software applications and web-based applications, with a minimum Basic score of 70% for Windows, Word, and Excel.

Testing Required:

1. Reasoning assessment

2. Math/problem-solving assessment

A writing/proofing exercise will also be required of each applicant who meets the minimum qualifications.

Upgrade to Grade 10

A CQI Tester will be moved from Grade 9 to Grade 10 when the following criteria have been met consistently for twelve months as determined by the supervisor with manager approval:

1. Be able to complete thorough and detailed test plans for minor projects, using requirements provided by the analyst, supervisor, and/or manager of CQI.

2. Have a consistent record of thorough testing, documenting all testing results, including case scenarios. This will be monitored by a random project audit, which will grade the CQI Tester on thoroughness and accuracy.

3. More than acceptable organizational skills on most recent performance appraisal, with an overall rating of acceptable.

4. Must not have been placed on written warning in the previous 12 months.

5. Must have a satisfactory attendance and punctuality record.

6. Must be a self-starter, actively influence events to achieve goals, and take action beyond the minimum required for the position.

7. Must demonstrate the ability to work in a team environment, assisting the analysts, supervisor and manager.

8. Must demonstrate the technical/professional knowledge to make sound decisions, render judgment, take action and perform the job without constant supervision.

9. Must demonstrate the ability to handle multiple projects, prioritizing and asking for direction when necessary.

Upgrade to Grade 11

A CQI Tester will be moved from Grade 10 to Grade 11 when the following criteria have been met consistently for twelve months as determined by the supervisor with manager approval:

1. Be able to complete thorough and detailed test plans for mid-level complexity projects, using requirements provided by the analyst, supervisor, and/or manager of CQI.

2. Have a consistent record of thorough testing, documenting all testing results, including case scenarios. This will be monitored by a random project audit, which will grade the CQI Tester on thoroughness and accuracy.

3. More than acceptable rating on initiative, analysis and organizational skills on most recent performance appraisal.

4. Must not have been placed on written warning in the previous 12 months.

5. Must have a satisfactory attendance and punctuality record.

6. Must be a self-starter, actively influence events to achieve goals, and take action beyond the minimum required for the position.

7. Must demonstrate the ability to work in a team environment, assisting the analysts, supervisor and manager.

8. Must demonstrate the technical/professional knowledge to make sound decisions, render judgment, take action and perform the job without constant supervision.

9. Must demonstrate the ability to handle multiple projects, prioritizing and asking for direction when necessary.

10. Must have above average decision-making skills.

11. Proven ability to train/mentor other employees, and demonstrate leadership skills.

PRINCIPAL ACTIVITIES OR ACCOUNTABILITIES (Essential Functions of Job)
1. Develops and implements test plans for Marketwrite, Agent Web Site, and Electronic Applications for Individual Products and the ABCBS website.

2. Provides in-depth testing, verification and documentation MarketWrite system releases.

3. Assists in identifying those areas impacted by software releases and ensure that those areas are adequately involved in the testing and verification of the system software releases.

4. Determines impact on Individual Underwriting and Individual Marketing that would be created by the addition of new plans or modification to existing plans.

5. Provides and/or assists in training for new procedures, system modifications, and system releases.

6. Maintains the production and test systems at the highest levels of efficiency.

7. Interacts with the internal and external customers and systems areas in resolving problems and initiates vendor and internal system change requests as appropriate.

9. Ensures that a cooperative and productive climate is maintained with all internal and external contacts.

10. Ensures that the Supervisor Individual Underwriting and Manager Continuous Quality Improvement is aware of all problems and the action that is being taken to correct the problems.

11. Becomes knowledgeable of the enterprise functions and toolsets to the level necessary to accomplish assigned tasks.

12. In conjunction with the Supervisor Individual Underwriting, ensures that personal business and professional skills are continuously enhanced to maintain business and technical acumen, commensurate with the rapidly evolving health care industry and technological innovations/developments.
