Job Summary
This position is responsible for the analysis end development of computer programs and large-scale application systems. This position requires an above average ability to exercise independent judgment and responsibility.

Nature & Scope
This position reports to a Project Supervisor within Government Systems. The Systems Analyst/Programmer I is competent in most phases of systems analysis and programming to work on his/her own and only requires some general direction for the balance of the activities. An individual in this position is able to analyze and define a problem, working with other people in the organization and make recommendations for its solution. The incumbent design, codes, modifies, debugs, and documents computer programs. This position requires that the incumbent have some user department contacts at the operations level as well as extensive interface with Government Systems personnel. This position develops and implements automated computer systems to provide computer support to line divisions and external customers to ensure effective systems support. Application systems programming includes performance in the areas of analysis, design, coding, testing and implementation of system projects.

System Support

The incumbent is involved in ongoing system support activities. This involves support of multiple Medicare Systems for external clients as well as the support of software operated by external clients at their processing centers. This support is for all on lines to ensure all production availability schedules are met. The incumbent must be prepared for overnight travel on short notice and unscheduled overtime in this support role.

Communications

The incumbent must possess excellent communication skills, both oral and written, when representing the corporation to external customers. This position requires preparation of Requirements Documents for certain projects that are reviewed and approved by internal and external customer personnel. In addition, presentations of proposals, customer training and completed projects to external customers is required.

Marketing

Marketing the Medicare Systems requires the incumbent to explain and present in detail the system's capabilities.

Marketing the Medicare Systems involves research for and the writing of a formal response to a Request for Proposal (RFP), in-house system presentations and, at times, on-site presentations of the Medicare System.

Travel

The incumbent regularly attends and participates in meetings scheduled in various locations throughout the country. These include discussions with the Centers for Medicare and Medicaid Services (CMS), concerning various Medicare issues, user groups, concerning Medicare and system related issues, and software vendors to evaluate various software products.

Additional travel may originate in fulfilling the daily support activities of the various external clients’ software.

Minimum Job Requirements

Application systems programming includes performance in the areas of analysis, design, coding, testing and implementation of system projects.

Level 1

1. Bachelors Degree from an accredited college or university (pref. degree in Computer Information Systems, Computer Science, etc.) and prior experience in Applications Systems Programming Design and Analysis with emphasis in the areas of Cobol, Java, Unix, mainframe and/or Oracle

or

Experience in Applications Systems Programming Design and Analysis with emphasis in the areas of Cobol, Java, Unix, mainframe and/or Oracle

2. Experience with the FISS OR MCS system. Related application programming experience in a mainframe or Unix environment may be substituted.

Level 2

1.  Bachelors Degree from an accredited college or university (pref. degree in Computer Information Systems, Computer Science, etc.) and experience in Applications Systems Programming Design and Analysis with emphasis in the areas of Cobol, Java, Unix, mainframe and/or Oracle
or
experience in Applications Systems Programming Design and Analysis with emphasis in the areas of Cobol, Java, Unix, mainframe and/or Oracle

2. Experience with the FISS OR MCS system. Related application programming experience in a mainframe or Unix environment may be substituted. Health insurance experience will be given preference.

Level 3

1. Bachelors Degree and experience in Applications Systems Programming Design and Analysis with emphasis in the areas of Cobol, Java, Unix, mainframe and/or Oracle
or
experience in Applications Systems Programming Design and Analysis with emphasis in the areas of Cobol, Java, Unix, mainframe and/or Oracle

2. Experience with the FISS OR MCS system. Related application programming experience in a mainframe or Unix environment may be substituted. Health insurance experience will be given preference.

3. Must have participated in large scale projects with heavy user interfacing.  Successful completion of the projects (e.g. implementation, problem resolution and user satisfaction) must be shown.

PRINCIPAL ACTIVITIES OR ACCOUNTABILITIES (Essential Functions of Job)
1. Ensure that the Project Supervisor is adequately informed concerning the status of all assigned tasks.
2. Adhere to Enterprise and Government Systems standards and policies.
3. Become knowledgeable of company functions to the level necessary to accomplish assigned tasks.
4. Ensure that all tasks are completed by the assigned target dates and within the cost estimates.
5. Ensure that a cooperative and productive climate is maintained with all user division contacts.
6. Respond to and resolve, on an on-call basis, problems reported for multiple Facilities Management contract cycle activities.
