Position Specific Requirements: Systems Analyst Programmer position, expereince with data warehousing and extract, transforming and loading of information

Job Summary
This position is accountable for the development, maintenance and testing of software applications and/or programs as it relates to the Enterprise Information Development systems. These activities include development and maintenance of programs, preparation of test data, program coding and documentation.

Nature & Scope
This position reports to a Supervisor within Enterprise Information Development. The position performs the majority of his/her assigned tasks in a project team environment with direct supervision from the Supervisor or senior member of the project team. Most job activities are performed in the realm of small systems, subsystems, or programs, and their general relationship to the project or system. Assignments include data gathering, program logic development, coding, testing, documentation and various other tasks to assist project team members. The Incumbent works closely with the Enterprise Business Intelligence staff, Private Programs Systems staff, other Enterprise-wide technical staff, as well as the internal and external users to ensure user/customer requests, problems and questions are researched and resolved in a timely manner and as required in project/division performance expectations.


Communication
The Incumbent must possess excellent communication skills, both oral and written to ensure that a productive and cooperative climate is maintained with all customers inside and outside the Enterprise Business Intelligence area, ABCBS Private Programs systems, the Blue Cross Association, various vendors and other Enterprise team members.

Minimum Job Requirements

Level 1:

1. Bachelors Degree from an accredited college or university in computer and/or analytical related studies (pref. degree in Computer Information Systems, Computer Science, Management Information Systems, etc.) and prior experience with UNIX

Or prior experience with UNIX.

2. Experience with Database Query, access tools, SQL, and UNIX scripting.

3. Preference will be given to candidates who have Advanced UNIX, AB Initio developer and COBOL skills.

4. Experience using desktop PC, Outlook e-mail, basic MS Office tools (MS Word, MS Excel).

5. Preference will be given to candidates who have healthcare related experience.

6. Preference will be given to candidates who have Blue Cross Blue Shield Plan experience

 Level 2:

Testing is efficient and diligent.  Bugs are in-frequent and easily resolved. Facilitates and coordinates testing.

Implementation

Implementation occurs without issue

Implementation occurs quickly and efficiently.  Plays a key role in ensuring all procedures are followed and completed.

Implementation is coordinated, efficient and with minimal interruption and resource utilization.  Plays a primary role in ensuring all procedures are followed and completed.

This position is identified as level three (3). This position must ensure the security and confidentiality of records and information to prevent substantial harm, embarrassment, inconvenience, or unfairness to any individual on whom information is maintained. 4. Enhance and apply programming skills including analysis, design, coding, testing, debugging, implementation and documentation.
5. Consult with users to identify current operating procedures and to clarify project objectives.
6. Write and/or update documentation to describe program, development, logic, coding, and corrections.
7. Use standard application design principles to create appropriate logical and physical application designs to promote efficiency and code reuse.
8. Follow corporate standards in naming conventions, security, and interface design.
9. Thoroughly test and bug-fix code.
10. Ensure positive working relationships exist with all customers, co-workers and management staff.
11. Become familiar with the Enterprise Information Development systems, processes, applications and operational usage of the applications.
12. Document project via web based project tracking system, in program code/scripts and other programming, and via software documentation.
13. Ensure that a cooperative and productive climate is maintained with all internal and external contacts.

15. Contribute to and support the Enterprise strategic and operational planning process to include total quality management philosophies.
